This is a beautiful Kaiser Henry J Gasser called "Jaded" from Hot Wheels.  It is from the Cop Rod series. Cop Rods, Fire Rods & Military Rods were first produced in 1999 and sold only through KB Toys. KB Toys is now gone, so Mattel spread the wealth on the revival of these toys. Cop Rods were sold only through Target stores, Fire Rods only through Toys R Us, and Military Rods only through Walmart stores. It is a great cross-collectible, so if you collect Hot Wheels, Kaiser, Henry J's, Gassers or Cop Rods  this will be a wonderful addition to your collection.
