This is the beautiful Dodge Police Patrol car, based upon the Dodge Charger Drift Car casting. That is why it's a police car, with a big rear spoiler! It was released several years ago, in 2014.   It is a great cross-collectible, so if you collect Hot Wheels, MOPAR, Chargers or Police Cars this will be a wonderful addition to your collection.
