This is the Mystery Car Fish'd & Chip'd, a1963 Jaguar X Custom.  It was released 15+ years ago in 2007 and the only way to get it was to roll the dice on a Mystery Car package.

This is a wonderful piece for any Jaguar, Customs or Hot Wheels Collection. (1:64 Scale)
