This is a great find. It’s the Science Friction Space Cop casting from Hot Wheels. This was released 30 years ago in 1982. It is in wonderful condition with some edgewear.  It has been priced well below the value of a Mint/Carded piece to reflect the condition, you will not find a more complete example at this price.

If you collect Hot Wheels, Customs, or Police Cars this is a very nice addition for your collection! (1:64 Scale)
